Help shape the future of health and care in Scotland
The Scottish Government has launched a public consultation on forming a new organisation to support health and wider public sector transformation across the country.
In line with the Scottish Government’s Service Renewal Framework, NHS Education for Scotland (NES) and NHS National Services Scotland (NSS) will come together as a new body, currently called NHS Delivery.
The changes should support:
- faster digital transformation – with national platforms, data sharing, digital inclusion and innovation supporting prevention, self-management, and better outcomes
- integrated workforce development and digital skills – ensuring staff are equipped for new models of care
- embedding prevention and equity – aligning resources, innovation, and accountability to the outcomes Scotland needs
- clear leadership and accountability – making it easier to deliver public sector reform ambitions at scale and pace

The consultation focuses on:
- plans to establish NHS Delivery from April 2026
- early ideas on how the organisation could grow to support wider transformation
